Will these actually stay above my belly?

That is the whole design. The waistband is wide and flat and sits above your stomach rather than under it — there is no thin band to slip beneath the fold and vanish. Because it anchors above the widest part of you, there is nothing pushing it down as the day goes on.
Won't the waistband roll down like every other pair?

Rolling happens when a narrow elastic band is asked to grip a curve it cannot hold. This waistband is wide, flat, and sits above the curve instead of on top of it, so there is no ridge for it to fold over. Where you put it in the morning is where it is at six o'clock.
What are the crossed panels on the front for?

How do I wash them?

Machine wash cold, tumble dry low. No hand washing, no delicates bag, no special cycle. Put them in with the rest of your underwear and they keep their shape and their waistband.
Will they show lines under leggings or dress pants?

No. A narrow band cutting into soft skin is what creates the ridge you can see through leggings. This waistband is wide and lies flat, so it spreads instead of digging, and the leg openings are finished flat for the same reason.
Is this shapewear?
